Exploring the uptake of guaranteed energy services in the form of energy performance contracts (EPC): Sharing the best practice example on Street lighting of the Energy Agency of Podravje (SL)

The Energy Agency for the Podravje region (ENERGAP) is sharing its expertise on financing and implementing successful Energy Performance Contracting projects in the field of lighting refurbishment by the city partners of the projects and other municipalities associated to the project EPC-Streetlight (real-life procurement).. +Mentors' Corner

Two online sessions allowed the PROSPECT group (LC4_PuL2) to gain first insight on the mentor’s experience and on the mentee needs and objectives. During the first session, the mentor, Vlasta Krmelj, presented the establishment and support of the project EPC -Streetlight which was the first collective effort that created demand and supply for EPC projects in 9 Slovenian regions by setting up regional EPC facilitation services. These services provide comprehensive support to municipalities and SMEs as potential ESCOs. In total 63 projects were realized triggering together an investment of 29 million euros. This helped to create knowledge and trust in both LED technologies and the EPC model.

During Step 2 of the Learning Programme, a second online session tooke place, where a representative from the local agency Syndicat Intercommunal des Energies de la Loire (FR) presented their first ideas for performing a massive Energy Refurbishment of Public Buildings. The agency takes care of the financing of their projects of lighting of roads, public squares, gardens, urban furniture and sports fields. At the moment, they organize the maintenance of more than 85,000 light points and carry out new work or renovation of public lighting. The agency advises towns to target energy efficiency by focusing on efficient equipment and intelligent steering.

Next steps

The PROSPECT Step 3 and 4 will allow the agency to study further financial options, including EPCs, which will help to limit even more the remaining costs for towns, when it comes to public lighting projects.
