The Mentor ‘Piemonte Region (IT)’ and Mentees ‘AGENEX - Extremadura Energy Agency (ES)’, ‘Wallonia Region (BE)’, ‘Sustainable Cities Network (EL)’, ‘Municipality of Timisoara (RO)’, and ‘Municipality of Gabrovo (BG)’ will participate in the 2nd Cycle of the PROSPECT Learning Programme, constituting the 3rd Group for Public Buildings. The peer learning activities will be focalised on Energy Performance Contracting (EPC) and Third Party financing. +Mentors' Corner
During Step 1 of the Learning Programme, an online session took place on the 26th of February 2019, where the mentor presented presented two projects related to the topic: the 2020TOgether project which supported small municipalities in implementing energy efficiency measures in public buildings and street lighting. In total the investments in cities amounted to EUR12.5 millions with 22,050 MWH primary energy saved & 200MWH of renewable energy produced.
The total investments are divided in: EUR 3.1 million nvestment in 18 public buildings in the metropolitan area of Torino, EUR 7.7 million in 118 public buildings in the city of Torino and EUR 1.7 million for interventions on 2054 lighting points to be refurbished.
The other project that has been presented is STEPPING Pilot Actions in Alto Alentejo (stepping.interreg-med.eu) where guidelines were produced to provide step-by-step guidance for the energy retrofitting of public buildings in the MED area through the use of Energy Performance Contracts, taking into consideration the characteristics of the region
During Step 2, a second online session took place on the 1st of April 2019 and Mentee representatives had the opportunity to present their own projects to each other and the mentor, related to EPC in Public Buildings. They pointed out their specific needs as well as the learning objectives and experiences that they want to gain.
Visit in the Piemonte Region to learn about EPC for Public Buildings
Step 3 took place on 29th and 30th May in Turin. Regione of Piemonte involved several participants of the 2020TOGETHER project to cover all aspects of their EPC. Mentees had the possibility to go through some EPC model contracts thanks to the lawyer.
EnviPark presented the technical side of the contract and later on the STEPPING EPC simulation tool. Using such tool can help municipalities extract essential and comparable data for the contract. It allows municipalities to evaluate the course of action and to decide on the EPC type, the retrofitting measures and the development of the Investment Plan.
The Stepping EPC Simulation Tool was designed by ENVIPARK to evaluate the financial sustainability of a proposed EPC. It helps the user understanding the EPC process, the potential energy savings, the Return on Investment period, the value of the fees and the key economic, financial and technical indicators to attract potential investors. Among the many advantages, the tool provides the possibility to save 5 different scenarios (result of 5 different EPC parameters combination and input data combination)
The mentor also presented in detail, how they bundle projects in several municipalities.
The second part of the meeting saw the involvement of other public authorities a,d energy agencies in Europe (province of Huelva -ES, Auvergne Rhone Alpes Energy Agency - FR and AEGEAN Energy agency- EL) who presented their experience in EPC projects and introduced tools and guidelines that participants could use to develop their own project.
A site visit was organised to Bruino a municipality in the metropolitan area of Turin to visit the “primary school marinella” that was retrofitted in the framework of the 2020Together project . The refurbishment works included the complete insulation of building envelope and the roof, the change of windows, the installation of an air/water heat pump with programmable thermostatic valves on each radiator, the installation of a grid -connected PV system and a remote management system. The initial assessment of the energy saved shows better values than expected with more than 60% energy savings compared to the baseline.
Replication/Transferability
The 4th and last Step of the Programme will include an online session dedicated to the assessment and evaluation of the peer learning activities.
