'Energy Efficiency Fund' mentoring in PROSPECT Learning Cycle 2

The Mentor ‘Energy Efficiency Fund (Bulgaria)’ and Mentees ‘Municipality of Antwerp (Belgium)’ and “OesteSustentável (Portugal)’ participated in the 2nd Cycle of the PROSPECT Learning Programme, constituting the 1st Group for Public Lighting. The peer learning activities were focalised on Lending to ESCOs financing scheme. +Mentors' Corner

During Step 1 of the Learning Programme, an online session took place on the 3rd of June 2019, where the mentor presented several projects where the financing scheme was successfully implemented (Street lighting in the city of Sozopol, Waste heat recovery system, Refurbishment of the building of the Agricultural University in Plovdiv, Refurbishment of the student hostels of the UNWE in Sofia). The resulted decrease of energy consumption as of September 2018 was at 29,250 MWh/year with a corresponding greenhouse-gas decrease emissions at 90,339 t.CO2eq. per year.

During Step 2 of the Learning Programme, a second online session took place on the 23rd of June 2019 and Mentee representatives had the opportunity to present their own projects to each other and the mentor, related to Lending to ESCOs financing scheme in public lighting. They, also, pointed out their specific needs as well as the learning objectives and experiences that they want to gain.


The Mentees visited the Energy Efficiency Fund in Sofia, Bulgaria to learn about best practices for Public Lighting

During Step 3 , a two-day site visit was organised on the 10th and the 11th of July 2019, in Sofia and Sozopol in Bulgaria. The main objective was to deepen the mentees’ know-how on projects targeted at energy-efficient lighting refurbishment of buildings and the financing scheme used in the implementation.


Replication/Transferability

The 4th and last Step of the Programme includes an online session dedicated to the assessment and evaluation of the peer learning activities.

The session took place on the 23th of September 2019. The session participants had the opportunity to discuss and express the position of their respective organisation on topics such as staff availability, time needed for implementation, governance related efforts, technical conditions required, financial framework, legislative/regulatory framework, communication and level of own pre-financing required.
